Why can't we sweep and mop at the same time?

A broom can only sweep dust and dry debris, and then it must be collected into a secondary pan.
A mop cannot pick up solid waste; it can only redistribute the waste on the floor. In turn, this will leave the floor not clean, and odour may remain.
